British Columbia and Manitoba issue provincial immigration nominations

Both British Columbia and Manitoba have issued Invitations to Apply (ITAs) to immigration candidates through their respective Provincial Nomination Programs (PNPs).

The stream for skilled workers invited candidates who had skills in key employment sectors, had an employment offer in the province, or who had previously studied in the province that nominated them. Read on for full details.

Note: Different PNPs have their own methods of assigning marks to candidates for immigration purposes. Therefore the cut-off scores for immigration draws in one PNP should not be compared to the cut-off scores of PNPs from other provinces. Also, some provinces may use other terms for ITAs (such as “notification of interest”, or “letter of advice to apply”) – although all of these terms refer to the same kind of invitation.

British Columbia (BC)

British Columbia invited at least 77 candidates through the Skilled Worker and International Graduate (including the Express Entry British Columbia (EEBC) option) streams of the British Columbia Provincial Nominee Program (BCPNP).

Individuals were invited who had qualified professional experience in fields that have in-demand positions targeted by the BCPNP (specifically healthcare, child care, construction, technology, and veterinary care). The minimum scores were different for each draw, with the following cut-offs:

  • Childcare Draw Cut-Off Score: 90;
  • Construction Draw Cut-Off Score: 93;
  • Healthcare Draw Cut-Off Score: 100;
  • Tech Draw Cut-off Score: 120; and
  • Veterinary Care Draw Cut-Off Score: 80.

The International Graduate (includes EEBC option) stream targets individuals who have graduated from an eligible Canadian university or college in the last three years. A job offer must be received from a BC employer to be eligible for this stream. “Includes EEBC option” indicates that the stream is an advanced PNP stream, aligned with the federal Express Entry system. This means that the BCPNP can invite qualified candidates into the Express Entry pool through this stream, so they can immigrate to the province.

Manitoba

Manitoba invited 371 candidates through the Manitoba Provincial Nomination Program (MPNP) this week. Candidates were invited to three different streams and one occupation-specific draw.

The first draw was an occupation-specific selection, targeting profiles declaring current employment in occupations that have a high labour requirement in the province. 18 ITAs were issued to candidates who had experience in occupations corresponding to the National Occupation Classification (NOC) codes*:

  • 72024 – Supervisors, motor transport and other ground transit operators; and
  • 73301 – Bus drivers, metro operators and other transport operators.

*The NOC system is Canada’s national system of classifying and defining various jobs in the country’s labour market.

The second draw was a full program selection in which 242 qualified candidates were invited under the Skilled Worker in Manitoba stream (which includes Manitoba Work Experience and Employer Direct Recruitment routes). Candidates needed a minimum ranking score of 836 to be invited.

The third draw took place under the International Education Stream, inviting 76 qualified candidates. The International Education Stream invites graduates from Manitoba schools that meet the province’s labour market needs. This stream includes the Career Employment Pathway, the Graduate Internship Pathway, and the International Student Entrepreneur Pathway.

The last draw took place under the Skilled Worker Overseas stream, inviting 35 candidates with a minimum ranking score of 698. The Skilled Worker Overseas stream allows candidates from abroad who have in-demand skills and professional experience to nominate and settle in Manitoba. This stream includes the Manitoba Express Entry Pathway and the Human Capital Pathway.

Out of the 371 candidates invited, 66 declared a valid Express Entry profile and Job Seeker Validation Code.
