This week, British Columbia (BC), Quebec and Alberta have invited provincial immigration candidates To Apply for enrollment or Selection,

Provincial Nominee Programs (PNPs) are used in all except two Canadian provinces and territories, Nunavut and Quebec.

Immigration is a shared responsibility between the federal and provincial/territorial governments. The PNP offers each participating province and territory government the opportunity to bring in skilled immigrants they believe are best suited to help their region meet two goals:

• Meeting the most pressing needs of the labor market
• Mitigating the region’s most pressing demographic challenges

Comment: Quebec does not operate a PNP, as the provincial government has an agreement with the Canadian federal government under which Quebec can retain authority over local economic immigration.

Provincial Immigration Results from May 25 to May 31

British Columbia

On May 28, British Columbia held two draws through its British Columbia Provincial Nominee Program (BCPNP).

In the government’s first draw, 35 invitations were issued to immigration candidates under the general draw.

Like all normal BCPNP draws in 2024, this draw also considered candidates from five BCPNP streams. These streams were the following:

• Skilled Worker (Minimum Marks 131)
• Skilled Worker – Express Entry British Columbia (EEBC) option (minimum score 131)
• International Baccalaureate (minimum score of 131)
• International Baccalaureate – EEBC option (minimum score 131)
• Entry level and semi-skilled (minimum score 110)

Comment: The numbers in brackets next to each stream indicate the minimum marks required for candidates in that stream to receive an invitation during this draw.

In addition to the draws above, BC also issued invitations for additional draws, each targeting candidates from a different occupational category.

Comment: All candidates considered for invitation through the following draws were from the Skilled Worker and International Graduate streams (including EEBC option) of the BCPNP.

• Candidates in child care occupations received a total of 11 invitations (the lowest score of all invitation recipients was 93)
• A total of 11 invitations were received by candidates in construction occupations (the lowest score of all invitation recipients was 93)
• A total of nine invitations were received by candidates in the healthcare professions (the minimum score for all invitation recipients was 100)
• Candidates in veterinary care occupations received fewer than five invitations in total (the minimum score of all invitation recipients was 80)

Quebec

Quebec has released the results of the draw held on April 25. Like Alberta, this province also publishes the results of its draws retroactively.

Comment: The Arima Bank withdrawal date for this draw was 22 April 2024, three days prior to the draw.

In this draw, Quebec invited 1,415 candidates for permanent selection.

Candidates were required to fulfil the following criteria in order to receive an invitation during this draw:

The Quebec government also said that “invitations were also sent to the following candidates”:

• Must have a level of 7 or higher in oral proficiency in the French language (according to the scale mentioned above)
• Have a valid job offer outside of the Montreal Metropolitan Community

Recipients of Quebec provincial immigration invitations can now apply for a Quebec Selection Certificate. This is a certificate that Quebec-bound provincial immigration candidates must obtain before applying for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC).

Alberta

Alberta is one of two Canadian provinces that releases the results of its provincial immigration draws retroactively.

This week, the Alberta Advantage Immigration Program (AAIP) posted the results of the provincial draw held on May 1, 2024.

In a draw held on May 1, Alberta issued 40 Notification of Interest (NOI) letters to candidates in the province’s “Dedicated Healthcare Pathway with Alberta Job Offer” category. Everyone who received an invitation during this AAIP draw had a minimum CRS score of 305.
